Why? The state of Louisiana has free tuition program called TOPS.
This program is very popular for students, and it is political suicide
for legislators to do away with it. So why not give the people what
they want? Free college tuition should be for everybody in this
country, not just those in Louisiana, and in Georgia (which has a
similar program).
